New regulations now brought into effect for Neighbourhood Plan processes mean that not only will it will be swifter to secure the initial area designations to start the process, but that it will also be possible to force the 'making' of the final Plan by referral to the Secretary of State, where a Local Planning Authority (for whatever reason) refuses to progress matters within a reasonable time period.
